We recognize and respect that New Westminster is on the unceded and unsurrendered land of the Halkomelem speaking peoples. We acknowledge that colonialism has made invisible their histories and connections to the land. As a City, we are learning and building relationships with the people whose lands we are on.

Official Community Plan (OCP) amendment, Rezoning and Development Permit applications have been received for 102/104 Eighth Avenue and 728 First Street. A total of 10 side-by-side, ground-oriented residential units are proposed across two buildings, and plans indicate an overall Floor Space Ratio (FSR) of 1.03. All of the proposed units would be family-friendly, containing three bedrooms, and stratified. The development proposes 11 off-street parking spaces in accordance with Zoning Bylaw requirements. Long-term bicycle storage would be provided for each unit, as per Zoning Bylaw requirements, as well as six short-term spaces. The purpose of this report is to provide information to the New Westminster Design Panel (NWDP) in regards to the overall project design and receive comments from the panel, with special consideration of the items noted in the Design Considerations section of this report.

  • Recommendation

    THAT the New Westminster Design Panel review the design submission and provide comments for applicant and staff consideration; and

    THAT the New Westminster Design Panel consider a motion of support or a motion requesting revisions to the project and re-presentation to the Panel.
