The purpose of this report is threefold: one, to provide Council with an update to the building systems at the Massey Complex; two, to seek direction to scope the addition of HVAC work as part of the capital program; and three to inform Council of new work regarding the site for future capital planning consideration.

  • Recommendation:
    1. THAT Council direct staff to report back with a business case analysis to add HVAC to the capital budget and project timeline; and
    2. THAT Council direct staff to evaluate civil and landscape scope of work for future consideration of the City’s Capital Program.

The purpose of this report is to provide Council with a status report on the progress that has been made toward achieving the objectives of the Strategic Priorities Plan which was adopted by Council on May 8, 2023, and seek confirmation that the priorities, lenses and foundations continue to be supported.

  • Recommendation:

    THAT Council receive this report for information, and confirm that the priorities, lenses and foundations as adopted by Council on May 8, 2023 continue to reflect Council priorities.

To confirm direction provided at the June 24, 2024 Regular Council meeting.

  • Recommendation:

    THAT Council endorse staff’s understanding as outlined in the Discussion section of this report.

Input from the residents of the City of New Westminster is an important first step in the development of the budget and reflects Council’s Community Belonging and Connecting strategic priority. The 2024 budget included a service enhancement of $35,000 to engage a public opinion research firm to complete the 2025 budget engagement.

  • Recommendation:
    1. THAT Council provide feedback on the 2025 budget public engagement methodology; and
    2. THAT Council direct staff to proceed with the 2025 budget public engagement incorporating Council’s feedback.

The purpose of this report is to provide Council with background information and a recommendation on revising the amount for tendering a construction project and the sole source approval thresholds as noted in the City’s Procurement Policy.

  • Recommendation:
    1. THAT Council direct staff to proceed with modifying the requirement to the public procurement process for construction projects over $200,000 to align with the New West Partnership Trade Agreement.
    2. THAT Council direct staff to proceed with modifying the sole source approvals and increasing the amount to $500,000 before receiving Council approval.

The purpose of this report is twofold. First, to seek Council’s endorsement of the results of the City’s Development Application Process Review. Second, is to seek Council’s endorsement of a new staff team that would be intended to advance implementation of the review, including further digitization, and communications.

  • Recommendation:
    1. THAT Council endorse the proposed changes to the Development Review Process as outlined in Attachment 2 of this report.

       

    2. THAT Council endorse, in principle, the inclusion of the two Clerk positions in Attachment 3 of this report, in the 2025 Operating budget for Council’s consideration, which would initially be offset by the UBCM Local Government Approvals Grant.
