The purpose of this report and Council Budget Workshop is to identify a preferred option for the development of the 2025-2029 General Fund Five-Year Capital Plan and their corresponding funding strategies.

  • Recommendation:
    1. THAT a Capital Budget scenario and funding strategy be identified as the preferred option for the 2025 Capital Budget and the 2025 – 2029 Five-Year Capital Plan.

    2. THAT staff report back with a 2025 – 2029 Consolidated Five-Year Financial Plan Bylaw.

At the December 2, 2024 Council Workshop, staff presented a number of scenarios for the General Fund Operating Enhancements for fiscal 2025. The purpose of this report is twofold:

  1. Provide Council with information on the components of the preferred Scenario 2 that Council approved for 2025.
  2. To receive confirmation regarding the property tax rate for 2025 that will be included in the 2025 – 2029 Financial Plan.
  • Recommendation:

    THAT Council receive this report providing further details to the December 2, 2024 report on the 2025 General Fund Operating Enhancements Scenarios and Funding Strategy and provide direction for staff to report back with a Consolidated Five-Year Financial Plan (2025 – 2029) bylaw.

To request Council approval of the City of New Westminster’s 2024 Interim Housing Needs Report.

  • Recommendation:

    THAT the Understanding Housing and Homelessness in New Westminster: Interim Housing Needs Report 2024-2044, included as Attachment 2 to the staff report titled “Interim Housing Needs Report 2024” dated December 9, 2024, be endorsed.

The purpose of this report is to seek approval to submit an application to the Federation of Canadian Municipalities’ Local Leadership for Climate Adaptation Initiative to support developing a Climate Change Adaptation and Resilience Plan.

  • Recommendation:
    1. THAT the proposed resolution included as Attachment 1 to the staff report titled “Funding Application to the Federation of Canadian Municipalities to Develop a Climate Change Adaptation and Resilience Plan” regarding an application to the Federation of Canadian Municipalities’ Local Leadership for Climate Adaptation Initiative to support the development of a Climate Change Adaptation and Resilience Plan, be approved; and

    2. THAT, should the submission be successful, the Chief Administrative Officer and the Deputy Director of Climate Action be authorized to enter into a funding agreement with the Government of Canada through the Federation of Canadian Municipalities.
