We recognize and respect that New Westminster is on the unceded and unsurrendered land of the Halkomelem speaking peoples. Urgent/time sensitive matters only

The purpose of this report is to present Council with the Climate Action Decision Making Framework and to seek council’s endorsement to use the framework in the City’s 2024 quarterly variance and 2025 capital budget process.

  • Recommendation:

    THAT Council endorse the Climate Action Decision Making Framework for immediate use, including in the 2024 quarterly variance and 2025 capital budget process, and

    THAT Council direct staff to initiate the next steps as presented in this report.

This report is to seek Council authorization for staff to submit an application under the Local Government Development Approvals Program and that, if successful, the City accept overall grant management of the project and related activities.

THAT Council will now go into a meeting which is closed to the public in accordance with Section 90 of the Community Charter, on the basis that the subject matter of all agenda items relate to matters listed under Section 90 and where required, Council does consider that the matters could reasonably be expected to harm the interests of the municipality if they were held in public:


90(1)(d)  the security of the property of the municipality;


90(1)(e)  the acquisition, disposition, or expropriation of land or improvements, if the council considers that disclosure could reasonably be expected to harm the interests of the municipality;


90(1)(i)  the receipt of advice that is subject to solicitor-client privilege, including communications necessary for that purpose


90(2)(b)  the consideration of information received and held in confidence relating to negotiations between the municipality and a provincial government or the federal government or both, or between a provincial government or the federal government or both and a third party.
