We recognize and respect that New Westminster is on the unceded and unsurrendered land of the Halkomelem speaking peoples. We acknowledge that colonialism has made invisible their histories and connections to the land. As a City, we are learning and building relationships with the people whose lands we are on.



The Chair will open the meeting and provide a land acknowledgement.


Addition or deletion of items.

Rezoning and Special Development Permit applications have been received for a high-density, residential development at 65 First Street, within Tier 3 of the Columbia Station Transit Oriented Development Area. A total of 304 stratified condo units, 299 market rental units, and 30 below-market rental units (10% of condo units) are proposed within two residential towers at heights of 30 and 35 storeys respectively. The site is located opposite Albert Crescent Park. The purpose of this report is to provide information to the New Westminster Design Panel (NWDP) in regards to the overall project design and to receive comments from the Panel, with special consideration given to items noted in the Design Considerations section of this report.

  • Recommendation

    THAT the New Westminster Design Panel review the design submission and provide comments for applicant and staff consideration; and

    THAT the New Westminster Design Panel consider a motion of support or a motion requesting revisions to the project.
