We recognize and respect that New Westminster is on the unceded and unsurrendered land of the Halkomelem speaking peoples. We acknowledge that colonialism has made invisible their histories and connections to the land. As a City, we are learning and building relationships with the people whose lands we are on.


The Chair will open the meeting and provide a land acknowledgement.

Douglas College has submitted Rezoning and Special Development Permit applications to develop a 20-storey academic and student housing building at 808 Royal Avenue. A total of 244 student housing units are proposed. The development would provide 53 off-street parking stalls and 105 long-term and 18 short-term bicycle parking spaces. The project is proposed to meet Step 4 of the BC Energy Step Code, and achieve LEED Gold certification and Rick Hansen Foundation Accessibility Certification Gold. The purpose of this report is to provide information to the New Westminster Design Panel (NWDP) in regards to the overall project design, and to receive comments from the Panel, with special consideration given to items noted in the Design Considerations section of this report.

  • Recommendation

    THAT the New Westminster Design Panel review the design submission and provide comments for applicant and staff consideration; and

    THAT the New Westminster Design Panel consider a motion of support or a motion requesting revisions to the project and re-presentation to the Panel.
